Master Instructors is honored to welcome Allen Xie of Sandy, Oregon into the Community of Master Instructors for the first time as a Master Aviation Educator.

As an aviation enthusiast, Dr. Xie possesses a lifelong passion and a robust background in the aviation industry. As a dual holder of FAA and Transport Canada Airline Transport Pilot License (ATPL), Dr. Xie currently flies the Boeing 787 Dreamliner for a major airline in Canada. Moreover, he served as an FO on the Airbus A320 Series and a Captain on the Bombardier CRJ Series aircraft. 

Allen is an FAA Certified Flight Instructor (CFI/CFII/MEI) and Advanced Ground Instructor (AGI/AGII). His exemplary accomplishments led to him being honored as a Gold Seal Flight Instructor by the FAA. 

Allen stands apart as one of the few Airline Transport Pilots globally to possess a Ph.D. degree. He earned his Ph.D. in Technology and M.S. in Aviation & Aerospace Management from Purdue University in West Lafayette, Indiana – a university renowned for its esteemed history in aviation. During his time at Purdue University, Allen collaborated with the FAA on the Weather Technology in Cockpit research project. Notably, Dr. Xie Doctoral Dissertation focused on inter-rater agreement and referent-rater agreement in pilot performance evaluation. 

Dr. Xie also holds a Certificate in Global Business from Harvard Business School Online. 

Continuing to contribute to the advancement of aviation, Dr. Xie engages in improving aviation safety, provides training and support to pilots from diverse backgrounds, and endeavors to mentor and help aspiring aviation professionals.

Master Instructors is pleased to announce that Judy Phelps has been recognized as a Master Instructor-Aerobatic for the Ninth time. Judy is a CFI-I, Designated Pilot Examiner and Gold Seal Instructor specializing in Tailwheel and Spin training, Emergency Maneuver Training, and Aerobatics.

Judy learned to fly in California’s Santa Paula Airport, which is still home after 29 years. In 2001 she started flying tailwheel and aerobatics with Master Instructor-Aerobatic, Rich Stowell at CP Aviation in Santa Paula. Eighteen months later she became a CFI and began providing her instructional specialties. She now has about 12,000 hours and in 2011 named National Flight Instructor of the Year. She is an active member of the International Organization of the Ninety-Nines and is a charter member of the Society of Aviation and Flight Educators (SAFE). Her career in aviation began in 1994 when she met and married Clay Phelps, the CP of CP Aviation.
